We DON'T say the tuba in IN Bb, we only say it's a Bb tuba (I know, sounds like a word game!)
But those terms are used interchangeably. "Trumpet in Bb" and "Bb Trumpet" refer to the same instrument; same with "Clarinet in Bb" and "Bb Clarinet."
It doesn't matter whether the name of the instrument's key comes before or after the name of the instrument. (As Giovanni points out, in some places, they *do* say "Tuba in Bb," and the fundamental of the Bb Tuba is, in fact, Bb.) What matters is that the higher brass instruments (trumpet, horn, fluegelhorn, etc.) tend to read from transposed parts, while the lower brass instruments (trombone, euphonium, tuba, etc.) tend to read from concert pitch parts, regardless what key their instrument is in.
