Do you mean 2nd space down from top? That's fairly common placement.

If you have only two parts on the staff, what you describe is fine.

Place a text block under the staff (i.e. near the cymbal part) that says "Brushes."
4. Can one call a Snare Drum and Ride Cymbal a Drum Set? If not, what?
In concert band music such a part might well be called Percussion 1 or simply labeled at the top of the page:
Snare Drum
Suspended Cymbal
