The function is available only in page view, so, you're obviously optimizing the pages in your score. Removing blank staves returns a lot more usable space than vertically adjusting spacing within a staff. Look at the optimization dialog box -- there is absolutely nothing there except options that control removal or inclusion of blank staves.
