I just had a quick look at the Sibelius demo: it would seem quite easy. You choose create > text > other staff text > figured bass. Then you type in the figures, using Return to put one figure under another or Space to move to the next note. When I tried typing letters, I got things like a figure in brackets or a figure with a natural after it: there are evidently a load of keyboard shortcuts to learn here, but the basic function seems simple and obvious: it took me less than 5 minutes to find it, although I don't know Sibelius.
