Define "musically literate".

I think you are saying that today, there are many less "musically literate" people.

Just because some people "think" they are musically literate, does not mean they are.

So, I absolutely disagree with the statement:

"the general level of music literacy among those who were musically literate was higher in 1960 than it is today"

The statement should have said:

"the general level of music literacy has declined"
