Although this is not impossible, I somehow doubt it. The standard way to notate that kind of thing in short hand would be to just put in f and a, but extend the beam over the whole bar. I have never, even in the most "abbreviated" manuscripts, seen repeated notes shortened like this.

Personally, without having examined this issue in depth and without having seen the rest of the piece (but with quite some experience in 18th period instrument performance) I would lean towards the mordent interpretation. It seems that trills are indicated as +. However, further examination might also come to other conclusions.
