Neumann is very good, and I would also suggest the New Grove article on "Ornaments" and particularly the Table of Ornament Signs at the end of the article. This is probably available online, particularly with some kind of institutional access.

I just looked this up in Frederick Neumann's still excellent book
"Ornamentation in Baroque and Post-Baroque Music". It seems that the two
lines above indicate either a trill (Matteis) or a mordent (Geminiani),
while the two lines before the note are only listed as mordent (Kuhnau).
Now, I didn't actually read the text, so if you really want to know, go
to the next public library and look it up in this book. Even though some
of the information might be slightly out of date, it is still definitely
the first place to look. If you are serious about knowing these things I
strongly suggest to get a copy of the book, I believe it is out in
paperback (but it is heavy, over 600 pages, $75 at Amazon).
As to modern notation, my choice would be to notate it exactly (or as
close as possible) as it is in the manuscript. Anything else will almost
certainly become out of date soon. Look at all those editions from the
70s and 80s where ornamentation was printed. None of this is of any use
to us period instrument performers, and mostly completely inadequate
even for the informed modern player. For the uninformed it won't make a
difference.
In the preface, or as a footnote, you can suggest what you think the
interpretation should be, but if at all possible do not obscure the
music, and certainly don't get tempted too much by Finale's ossia tool.
A lot of completely unusable editions should be enough warning.
