Dennis,

So thought I too. There's some logic in that. But it turns out, the way things are set up now, that creating the parts is a simple matter that takes only a minute or two, and it is better done after the score is complete. It has taken me a while to get my mind around this, because I thought that creating empty parts would save time in the long run, only to find that my logic was not in line with how the new system operates. Again, I now find it quick and easy to create the parts as a last step, just as I used to.

What is lost, as long as the parts remain linked, is the easy method of using one part as a layout template for others like it. It now takes me at least twice as long to lay out my parts. On the other hand, I have already made a few corrections in a score that showed up immediately in all parts (already created ones), and that was pretty cool.

Simply because it seemed only logical, when setting up a given template, to include the parts you're going to need in the template. After all, if you're doing orchestral work, and have many parts, the names of which you have to change, from what I understand, if you don't want them called Part1, etc., it's much easier to do it once in the template than for each score.
