Um, aren't there TWO settings in Documents->Time Signature where you can tell it the spacing and stuff. Using Bill Duncan's TempoTime font, I can set it for Parts, but also keep a different font for the score (as well as settings)......

So, using Bill Duncan's fonts again, I can use a different time signature font, like one that goes across multiple staves. (Big Time I think it is called).

So, you can do what you want. I think. Or at least you can keep a normal size time sig in the score, and the bigger time in parts.
