I'm coming in late to this discussion. In general, yes -- a PDF with fonts embedded should look the same no matter where it is printed.

Partial font embedding, as Leigh described, is not a bad thing. It just means that only the characters from the font which are actually used are embedded in the file, as opposed to embedding the entire font.

Note that the quality of a printout from a PDF does depend on the quality of the printer. If you print it on a 1200dpi printer, it will look better than if you print it on a 300dpi printer.
