That's not really true. There is nothing in chord symbol nomenclature
that says what the distribution of voices is aside from the bass
note; that's why it is a chord symbol and not a written-out voicing.
Did you mean to say that the chord symbol Bb2 does not include an Eb?
That would true, but Bbadd9 doesn't include Eb either.
To my understanding of it, Bb2 is not a standard symbol, as it is not
clear whether or not there is a D, whereas Bbadd9 and Bbadd2 would be
played identically.
Sometimes I have used Bb2, particularly when the chord Bbadd9omit3
shows up too often to be concise, but I always define it first at the
beginning of the chart so as to avoid confusion, with a note
Bb2 = Bbadd9omit3
In Raymond's case I might use Bb42 (with the 4 stacked above the 2,
like Bb69 would be stacked) if it showed up a lot in the piece but I
would define it first.
