Export isn't really a "settable" factor--Notation programs simply exports what 
they have in them. If it has a note of 560 EDUs, it exports a note of 560 EDUs. It is up 
to the interpreting program and its user to decide if 560 EDUs is an eighth note or a 
staccato quarter.

The assumption is that users of notation programs use step-time entry (simple 
or speedy) and notes will be 100% of value (settable in some cases). So a 
staccato quarter, where staccato means 60% value, is exported as a note of 615 
EDUs in Finale or 288 of 480 ticks in Overture. That's why MIDI import has the 
variable parameters. It is up to the IMPORT to decide whether 615 EDUs is a 
long eighth followed by an eighth rest or a staccato quarter. If you checked 
the box i mentioned last time (minimize rests), such notes would be transcribed 
as quarters.
It failed to register on me as well that EXPORT was under discussion, rather 
than import.
Export is what it is. The interpretation is on the IMPORT end.

i haven't been back to this yet, and won't before tomorrow so i can't verify this will do it, but if there are also 16ths, how does this affect it? or is min. dur. some kind of MIDI interpretation setting?

Right, if there are 16th's else where in the music, this method won't work for you. Also, upon reading this, however, it occurred to me that you want to adjust settings for export since that's what you're wanting to do.
