I think I get it now. The Bill Duncan fonts - for which I hadn't
thought to install the FAN files into 2k8, push other objects out of
the way when the FAN files are absent, so it looks as if normal
objects are also messed up when, in fact, only the non-Finale fonts
are the culprits.
So take Darcy's advice, if the problem appears, and copy all
"foreign" FAN files into the new version's Font Annotation folder,
and it should clear up.

Did you try replacing (if only temporarily) the FAN files in
Finale 2008 with your 2007 ones? It is possible the settings have
been changed.
This is just a guess, not a proven solution.
I wonder if Chuck's problem goes back to the Fin2005 origins of his
file.
I just opened a Fin2007 file in Fin2008 and noticed no such
displacement of expressions and articulations.
As with each new version over the years, I think that any such
misbehavior may well be on a file-by-file basis, and the further
back the origins of the file, the worse the potential problems we
need to be aware of.
