Easier is to use the Change Default Rests to Whole Rests plugin. This will make sure that the rest in the bar is a whole rest, regardless of the meter, which is how it should be.
If you've got several staves to do this in, change the measure in one staff and add the fermata, and then use Mass Copy to copy that measure to the other staves.
