Either way works fine.
Well, they work somewhat differently. The fermata as an expression
doesn't necessarily break a multimeasure rest in the correct way, say
if you have a multimeasure rest before AND after the fermata measure.
Also, if you have set the fermata to be placed centred between the
barlines, this will make it too far left if this measure is the first
in a system.
My preference is to attach the fermata articulation to a real whole
rest. It generally needs to be nudged a bit (hit right arrow a few
times) as it is not correctly centred on rests. But there are no
future adjustments necessary, which is important to me.
The caesura as an expression works nicely, though, if the fermata is
already there, because you can set it to attach to the right barline
shifted left a cm or so.
