That would agree with what I see the players using around here, too. Almost every full-time clarinetist who plays bass clarinet around here has the low C, which actually surprised me. It's only the high school/community band instruments and the sax doublers who don't have the low C.
I realise that there are considerable regional variants when it comes to "extra features" on instruments. While Andrew Stiller's book is a marvelous resource, you should always ask the one who will be playing the instrument, if you can!
