Sounds like you're using speedy entry with the opt-3 key (or whatever it is on Windows). When you type opt-3 followed by a quarter, Finale thinks you want a triplet of three quarters.

The answer is you need to take an extra step. I find the simplest answer is to just type opt-3, enter an 8th, then back up and change it to a quarter.

Outside of speedy, if you go into the tuplet tool to define it, everything should be as normal.
