Two ways come immediately to mind. Enter them as regular notes, then go to the tuplet tool, click the quarter-note, and choose 3 eighths in the time of 2 eighths. Or in Speedy, enter three eighths (the second one won't matter), then back up, change the first to a quarter and delete the second.
