It sounds like you're using Speedy Entry. Hit Ctrl-3 and enter the first note of the tuplet as an eighth note, then back up and change it to a quarter, and then enter the last eighth of the triplet.
When you hit Ctrl-3, Finale assumes that the first duration you enter is the one that you want three of. As you've probably noticed, if you hit Ctrl-3 and enter a quarter note, Finale will be expecting a 3 quarter note triplet. If you enter the eighth first, Finale understands that it's looking for 3 eighths; going back to change that first note to a quarter doesn't change Finale's understanding, and it closes the triplet after the third eighth.
