In a word, no.

You will generally have to enter the dotted rests manually, but hey, that's the same number of keystrokes as entering two rests, so no net loss there.

Except when copying partial measures, when Finale will automatically regroup rests to the default.

I forgot to add in my first reply to this message, that it is important to set the meters using the Time Signature and using the "number-over-dotted-quarter" to set the compound meter to get the dotted rests. Setting the meter to be "number over 8th" will prevent the automatic use of dotted rests.
