Hi Chris,
What I was suggesting was that you could artificially move the right
boundary on the eighth rest character (and other flagged rest
characters) "too far" to the left -- so that it falls in the middle of
the rest, or even all the way to the left. This should theoretically
affect the position of the dots. I'm in the middle of something else
and can't try it now, but it's worth a shot.

have more luck than I have.

In the JazzFont the dots on flagged rests are too far to the right
of the rest and have to be individually, manually adjusted. Grr.
