In a word, no.
You will generally have to enter the dotted rests manually, but
hey, that's the same number of keystrokes as entering two rests,
so no net loss there.
That's not true, Chris. In the Quantization Settings / More
Options dialog is an option to turn on "Allow Dotted Rests In
Compound Meters." With that set, you can have Finale fill measures
with rests which are dotted. I just tried it in WinFin2008a to make
sure it still behaves that way.
I am ecstatic to be proven wrong! (yet again!)
I never get over how many nooks and crannies of this program I still
don't know, after how many years?
Kind of a strange place for that option, just the same...

(BTW, I am of the "no dotted rests" school, though not hysterically.
I sometimes make exceptions for dotted half rests in 12/8 and some
composite metres.)
