1) Correct. Measure numbering starts from the first FULL measure. In
fact, sometimes pickup measures that happen to be complete anyway
aren't even numbered.
2a) Absolutely not! If the piano only has a 1 beat measure, then
EVERYONE should have a one beat measure (1/4 rest only!) They have to
know that there isn't a whole measure of stuff being played. I am on
my students about this all the time, as lack of attention here causes
mucho train wrecks in reading sessions.
2b) That's a point of contention. I would number it just for clarity,
but I don't think anyone expects a measure number to start on an
incomplete measure anyway, but not everyone is reading professionally-
prepared parts (in this world of inexperienced Finale users, any
idiot can push the button, and he does!)
