Well, obviously not universally recognized, or the original question about what it meant wouldn't have been asked. ;-)
that's not a fair comment, it depends if the person asking has experience with 1/4 tones and knows what the standards are. amongst those who have experience with (seeing or playing) 1/4 tone accis, this is certainly the most widely recognized notation for them.
