I can't help you with the first, but what you describe in Speedy hasn't changed at all. If the Speedy tool is selected and the Speedy frame is open on a measure and the cursor is on a note, hitting 5 changes that note to a quarter note. If it doesn't, then there are serious problems with your system. Are you SURE you are in Speedy?
