Bartók also died in 1945 and his method of indicating phrasing via beaming is 
widely considered obsolete. This part of the notation guide reflects absolutely 
bog-standard contemporary American practice (especially for orchestral/large 
ensemble works) and as far as I'm concerned, the reasoning given is 100% 
correct. Beaming reinforces meter. Beaming should not be used to indicate 
phrasing. There are plenty of other ways of doing that besides non-metrical 
beaming.

You'll disagree, of course, but I'd expect that no one is sight-reading the 
types of music you normally engrave!
