Not that this should be a deciding factor, but 
the standard size for band/orchestra folders is 
given as 9 x 12 (as opposed to choral folders 
which hold octavos and letter size pages).  So 10 
x 13 would be kind of tight in the folders, but 
there's probably enough wiggle room for it to 
fit.  Anything larger will not, and is an 
invitation to see your parts bent, spindled and 
mutilated!

The objection to 10 x 13 OR to 9 x 12 isn't so 
much philosophical as practical.  You can't buy 
the paper at any office supply store, and having 
it special ordered and cut to size increases the 
expense.  (I wonder whether one of the music 
stores in Bloomington carries 13 x 20 as a matter 
of course?)
