I'm sorry, I really misunderstood the question; maybe I was misled by your nod to a 'tuplet' (that really it is, however, although it has no function).
It is the only 'healthy' way of writing what you requested. There are far less healthy ways, as you can see in image 2. You can obtain that result easily (or any other you wish, really): just write the tuplet sign in a layer, with the correct tuplet sign; hide noteheads and stems, write the notes you want in another layer with the tuplet sign that you need to get that number and duration of notes, select 'Nothing' in the 'Appearance' / 'Number' and 'Bracket'. Otherwise, if you place two 'overabundant' note values in the same layer (i.e. two dotted half notes in a 5 quarter tuplet), you run the risk of getting queer rhytmic durations when you copy that measure.
That way, you can notate virtually any sort of rhythmic values, as you can see in image '3'. Nice, isn't it? And it is perfectly possible in Finale.
I don't understand really that sort of things; if ever, I would prefer to belong to that category of composer that wrote perfectly 'normal' notations, obtaining nevertheless a infinitely wide range of results (think only to Perotin, Machaut, Dufay, Josquin, Palestrina, Monteverdi to Strawinsky, Schoenberg, Berg, Webern, Varese, Boulez, Maderna - via Bach Beethoven Verdi Puccini etc.), and, moreover, being understood and performed by performers of different nationalities etc.; isn't it a wonderful thing in itself? If ever, someone of the more recent composers like Maderna wrote some 'gestual' notation, that maybe are helpful when you write for percussion.
Otherwise, we run the risk of writing for a small circle of people; so narrow that, when looking at it closer, it looks a lot like a 'hole'.
