The were quite a few people having problems with incomplete Dec2001
DevTools installations. Just out of curiosity: Is it possible that
during your first installation of the DevTools you did not wait until
the end, but killed it because it took too long in the "Optimising
system" phase? I am asking, because this seems to have been the reason
for an incomplete install in at least one case.

It might be even better to tell this to the XDarwin developers
themselves, maybe on an XonX forum at 
http://sourceforge.net/forum/forum.php?forum_id=57136
