I just checked, and the new version of dpkg is only in the source
distribution, so "apt-get" can't see it.

Try reinstalling ncurses, and redo the "fink selfupdate-cvs".  

If you wind up wanting to do a clean reinstall, you just need to erase
/sw (or wherever you installed fink).
