I am trying to install the tetex-texmf package, ultimately to get lyx. It curls with the correct url (1.0 not current) but gets a failed response, file not available. I'm happy to go to the 2.0 version, but cannot figure out how to get it using fink. What to do?

Strange, what version of tetex-base or -texmf are you trying to install? I thought you had done a selfupdate-cvs recently? Then you shouldn't have package descriptions that try this outdated URL.

For the right URL, replace "current" by "1.0". You can download the file manually as /sw/src/tetex-LICENSE. Fink should then find it. But if you have an old package description, you will get failures also for subsequent downloads. Oh, and I see that the gwdg.de mirror doesn't have the teTeX/1.0 directory at all. Other ctan mirrors have it, though.
