Technically, that's _a_ way to do it.

I don't necessarily see a need to reinstall, as long as you ran both
upgrade packages.

Try running it from a Terminal window, like I suggested in my initial
reply, and see what you get.

You can see the available Fink-relevant commands in:

man fink
fink --help
man apt-get
