It might be too new to be on Fink's server.
I found the file somewhere else (http://fresh.t-systems-sfr.com/unix/src/misc/.warix/DateManip-5.42a.tar.gz.html)
but it doesn't have the right checksum.
If you downloaded the html file, this is not surprising ;-)
For me, fink downloaded it without problem from http://cpan.mirrors.easynet.fr/authors/id/S/SB/SBECK/DateManip-5.42a.tar.gz
