Doing a CVS update in Fink isn't anything too special--it's just updating a bunch of text documents from the remote server. Your sysadmin should be able to give you a hand in this case as long as no HTTP proxy is required.
Sourceforge's CVS access can be unreliable, so it's not impossible that you hit it during one of the periods where was under heavy load. If you do need a proxy, then that's a different matter. Fink's cvs-proxy instructions aren't actually applicable in your situation, because they assume that there is a binary distribution that you can access. There isn't one for 10.5 yet. As I said in my prior post, my understanding is that Apple's cvs from Xcode has proxy support built into it.
