Were you trying the master mirror list, or the "original source" mirrors ? There have been some changes in the master mirrors--and you might not have been able to get those changes if you get stuck downloading from non-functional mirros (nice Catch-22 there). If the "Original source URL" option doesn't show up for you, then try resetting your mirror preferences via "fink configure" to use MasterLast. I was able to download that fink version this morning from http://kent.dl.sourceforge.net/sourceforge/fink/fink-0.27.11.tar.gz .
