installing "gimp-default" will set /sw/bin/gimp to point to
/sw/bin/gimp-1.2.2 . I'm not sure whether that will suffice to make it
show up in the KDE menu.
/sw/bin/pathsetup.sh says I am set up ok.

The KDE4 executables are kept out of the default Fink PATH. Their
executables are in /sw/opt/kde4/mac/bin, for the -mac versions, and
/sw/opt/kde4/x11/bin for the -x11 versions.
dpkg -L <packagename> is a useful way to see what got installed by
<packagename>.
