oops, that's telling us what we already know.  Try

fink-virtual-pkgs --debug 2>&1 | grep -C 8 Xlib.h


In my applications folder there is an X11.app as well as an Xquartz.app The X11.app 
launches well and when I go to "about...", it gives me the same as the 
Xquartz.app, namely Xquartz 2.6.3


The app bundles are utterly irrelevant here.  Those are the X11 display
servers, which are separate from the development headers.

I am slightly confused because unlike in Mac OS 10.5 or 10.6 I did NOT notice 
any install options while installing Lion via the appstore download nor did I 
notice options with the Xcode install. And I used fink successfully with snow 
leopard and Xquartz being installed… Now what's possibly a way of of this?

Apple's installer has been known to leave files out--we've seen quite a
few instances of that over the years.

What does  "ls /usr/X11/include/X11" show?

Ah, so you have Xlib.h.  We need to look in a different place for the issue.

Let us see the whole of the output from "fink-virtual-pkgs --debug"
