Surprisingly it is there, and permissions seem to be fine, too.  

bash-3.2$ ls -l /usr/X11/lib/libX11.6.dylib
-rwxr-xr-x  1 root  wheel  2370320 25 Jul 14:54 /usr/X11/lib/libX11.6.dylib
bash-3.2$ 

May there be a path setup problem? I clearly remember running (in this 
sequence) the script that fink itself recommends after it has finished 
installing as well as /sw/bin/pathsetup.sh as recommended in 
http://www.finkproject.org/download/srcdist.php
