Actually, at just a cursory glance I think that a lot of the packages
currently in the Fink distro could be replaced with just placeholders on a
Jaguar install. Some others should be added. Examples:

bind8 Virtual package for the install of bind included with Jaguar
(/usr/sbin/named, v.8.2.3-REL)
bzip2 Virtual package for the install of bzip2 included with Jaguar
(/usr/bin/bzip2, v.1.0.2)
curl Virtual package for the install of curl included with Jaguar
(/usr/bin/curl, v.7.7.2)
cvs Virtual package for the install of cvs included with Jaguar
dev tools (/usr/bin/cvs, v.1.10)

Those are just from the first page or two of a Fink list. Oh, and as far as
this whole timetable moving things around, why not setup separate
repositories for the different distributions? Kind of like how Debian has
potato vs. woody. Have say the current stable be called puma (wasn't that
what 10.1 was codenamed?) and have unstable be called jaguar (for 10.2).
Hmm... that might not quite work either, since we'd need to differentiate
between stable and unstable packages in the jaguar distribution. Perhaps add
a middle layer like the Debian project has? Have current stable packages
that run on 10.1 be in the stable release. Have current stable packages that
run on 10.2 be in testing. And finally, have untested packages for 10.2 be
in the unstable branch.

Just my two cents.
