I totally forgot you had mentioned that on IRC. I've gone ahead and fixed it to be cups-dev, and checked the fixed version into unstable.

Reasoning: We so far used the system- prefix only for pure placeholder packages, i.e. packages of type "nosource" or "bundle". I am strictly in favor of keeping it this way.
Makes sense to me.
