Actually, at just a cursory glance I think that a lot of the packages
currently in the Fink distro could be replaced with just placeholders on a
Jaguar install. Some others should be added. Examples:

bind8        Virtual package for the install of bind included with Jaguar
(/usr/sbin/named, v.8.2.3-REL)
bzip2        Virtual package for the install of bzip2 included with Jaguar
(/usr/bin/bzip2, v.1.0.2)
curl            Virtual package for the install of curl included with Jaguar
(/usr/bin/curl, v.7.7.2)
cvs            Virtual package for the install of cvs included with Jaguar
dev tools (/usr/bin/cvs, v.1.10)

None of these should be replaced. Not only are the versions in Fink in most cases newer, but having them as seperate packages also allows us to provide fixes etc. at all times. OTOH there is nothing to be gained by providing place holders for these, with the possible exception of the bind8 package (I don't know enough about it to comment).
