In the case of newer versions I can understand, but if I have an existing
version of the application on my system already, why go through all of the
trouble of downloading/building it? If another package depends on bzip2, why
not have the ability to select "existing system installed bzip2" and satisfy
the dependency?
You are making the incorrect assumption that packages will depend on bzip2 / curl / cvs. They don't (or shouldn't).


 Kind of like how when installing xfree86-rootless I am
presented with the option of using the version installed with xTools (I
think it's xTools)?
That's something quite different: xfree86 doesn't come as part of the system, hence we have to provide a placeholder for it.
