My suggestion is to use the directory '/usr/local/fink' instead of
'/sw' as the default for Fink.

You can do that already t, please read the documentation carefully on
how to alter you installation path.
'/usr/local' is the well-established place to put software that's not
part of the system distribution. The FAQ says this, too. But what
the FAQ doesn't acknowledge is that not every piece of local software
has to fit into '/usr/local/bin', '/usr/local/include', and the other
directories where they might conflict with each other...

While this is true, I disagree with you. When using /usr/local you can
easily mix your Fink installed packages with packages you choose to
install by hand. Thus it is no longer possible to do a simply rm -rf
/sw and your whole Fink install, including all the "fuss" is removed
and thus Fink no longer present on your system.
I might agree that you could use /usr/local/fink or /usr/local/sw.
Putting all the data, including program and library info into
/usr/local, possibly mixing it with manually installed packages, is
something I would consider less useful than our current situation.

Also, I don't like that with Fink installed, the top-level directory
of my hard drive contains lots of folders whose purpose is clear --
'Applications', 'Developer', 'Library', 'System', 'Users', etc. --
then this one 'sw' folder with its ambiguous name. It just doesn't
make sense to create a new top-level directory for Fink.

First of all, this is not a real Unix System, so it is quite
understandable, that it does not follow their directory hierarchies. Do
not get me wrong, I grew up on Unix systems, so I do think you have a
valid point, to some extent. By now almost everyone knows what /sw
stands for and it would be rather detrimental to our further
development to change the naming scheme. As I mentioned above, you are
free to alter the installation directory, including its name.
