I looked at the patch, and have had to request some changes before it can be accepted.
No this never will be an essential package. Also, I don't agree with changing Fink to enable this. Rather, the patch should be changed (and I'll happily work on that during weekend) to check the HTTP_PROXY environment variable, since this will allow it to work transparently with existing CVS checkouts, and removes the need to change anything inside Fink for this. We might then consider to integrate this into the main CVS package, since nothing should be harmed by this change, I believe. Of course, great care must be taken to not use the proxy for "local" checkouts, I haven't yet looked at the patch close enoguh to see if it does that.
