Sure, I agree. 

But I really intended a comparison between teTeX ver.2 and (the
forthcoming) TeXLive ver.8. As a matter of facts, the binaries
provided directly in the TeXLive distribution, as well as the packages
provided in its texmf tree, are richer than in teTeX -- and they are a
superset of it (in fact, TeXLive is based on teTeX). The point is
whether it is more convenient (specifically to the maintainers, but
also to the final users) to catch up with the many different packages
which are updated in many different moments and possibly not patched
to work with teTeX, or just be in sync with the TeXLive which includes
all the (patched) packages and it is updated altogether once a year.
