I'll put it back on the list because I don't care about anybody's rants (and I'm just a user, and freely admit not knowing what I'm doing!), and I want to ensure that you get the most airtime of your problem that you can.
Actually, the locale warning is harmless. I don't get the startup errors, but I do in fact get the errors on the help browser (I never used it, so I didn't even realize that this was the case). I don't have gimp-perl installed though, so that may be the difference. Try rebuilding gimp-perl. I'd never noticed the help browser lacking images before (I'd never used it). Since the imlib/libpng/libpng3 struggles seem to have been resolved in most everything I'm using right now, I'm in the process of rebuilding gimp-*.
