Actually, the locale warning is harmless.
Yes, I know, I should have removed it.

I don't get the startup errors, but I do in fact get the errors on the
help browser (I never used it, so I didn't even realize that this was
the case).
I rarely use it too, the last time I used it (before this week) was maybe six months ago.

Try rebuilding gimp-perl.
It solves the first warning, though some plug-ins are missing:
"/sw/lib/gimp/1.2/plug-ins/avi" executable not found
"/sw/lib/gimp/1.2/plug-ins/colorhtml" executable not found
"/sw/lib/gimp/1.2/plug-ins/dataurl" executable not found

I'd suggest rebuilding in the order: libpng, libpng3, imlib, and then
gimp
That's what I did.
