My information is that the cartels are not so much diverting firearms purchased by Mexican police or military, as recruiting the members of those organizations along with their firearms, such as the former Mexican special forces personnel called the Zetas. The cartels buy directly or barter for drugs (China has begun to import narcotics as well as export them.) The quality of Chinese AKs used to be poor but is now as good as something like the Galil.

The cartels have more money than many nation-states. They rival the trade volume of the nation of Mexico. They don't need intermediaries for their international trade deals.

I am also getting more that they now have ambitions to take over governments rather than having to fight them. They have more political power now than any of the parties like the PRI, PAN, or PRD. Not just the governments of Mexico. Some of them are talking about taking over the government of the United States. They already have substantial influence or control of U.S. local governments along the border and along corridors leading to major metro areas. Be ready for replacement of our Constitution by a much simpler, three-word constitution: plata o plomo.

There is reason to estimate that more firearms are being brought into the U.S. by the cartelistas than are going out of it.
