There is a huge difference here.  90% of the guns that were traced came from
the U.S., not 90% of the guns in use by the cartels.  If the study
population is limited to a subset (i.e., just traced guns) then it is not
representative of the population.  As usual, some select politicians have
used some linguistic slight of hand to distort the fundamental meaning of
the data.  

Given the same document lists approximately 1,200 traces a year, the U.S. as
a primary source seems doubtful.
