It is important to distinguish between militia as defense activity,
and those who engage in it, from the mandatory or obligatory militia
who may be legally required to muster for organizing and training,
which excludes the unfit, the young, the old, most women, foreign
visitors, and certain public officials. However, the concept of
militia is that in an emergency all persons, with no exceptions, may
be legally required to respond within his or her means. The law
cannot require the impossible, and for some a firearm may be
unaffordable, but inĀ pinch fists and clubs can suffice. In the Founding Era gunsmithing was a local cottage industry and many persons made their own. Some still do, as firearms are a simple technology that requires only a few handtools and readily available materials to make. The tough components are springs and primers. One of the centers of gun-manufacturing is the town of Darra Adam Khel, near Peshawar, Pakistan, which was historically known for manufacturing the Lee Enfield .303; however, the town now produces ordnance including the AK-47, the mini-Kalashnikov, and hand-held firearms, including the James Bond pen gun. They mostly use simple non-power tools.
